France – Commissioning of heating installations – CONCESSION DE SERVICE PUBLIC POUR LE FINANCEMENT, LA CONCEPTION, LA RÉALISATION ET L'EXPLOITATION D'UN RÉSEAU DE CHALEUR ALIMENTE PAR UNE CHAUFFERIE BIOMASSE A SAINT-LÔ

The City of Saint-Lô plans to create a district heating network, primarily powered by a biomass boiler, to serve approximately one hundred identified buildings within the municipality. This network, utilizing heat produced mainly from renewable energy sources, will reflect the City's commitment to sustainable development and will be fully aligned with national and global sustainable development strategies, in that: - The project will allow numerous users, upon connection to the newly created district heating network, to access heat at an advantageous, sustainably stable price, competitive with the average price paid by users in the years preceding the Covid crisis. - The use of energy from biomass combustion will contribute to reducing CO2 emissions. This environmental effort is a commitment to the future, focused on future generations. - Using heat produced primarily from renewable energy sources will minimize the impact of soaring energy prices, limit the indexation of heat tariffs to fossil fuel prices, and help protect household purchasing power. The future Concessionaire will exclusively operate, at its own expense, risk, and peril, the public service concession for the financing, design, construction, and operation of a heating network supplied by a biomass boiler in Saint-Lô. Details of the responsibilities the City intends to entrust to the Concessionaire are included in the draft Public Service Concession Agreement attached to the tender documents. For information purposes, the City of Saint-Lô anticipates the future Public Service Concession Agreement to come into effect on June 1, 2025, for a term of 25 years.
