France – Commissioning of heating installations – Contrat de concession mixte portant délégation de service public du réseau de chaleur Métropole Sud et conception-réalisation de centrales de production - Relance

The purpose of this consultation is to award a concessionaire, under a mixed concession contract, the design, construction, operation, maintenance, and upkeep of the Métropole Sud public district heating network, as well as its financing, with the exception of the financing for the portion falling under the design-build contract. The use of the design-build contract for some of the equipment is justified by contractual commitments regarding energy performance, necessitating the contractor's involvement in the project studies. The portion of the provisional budget allocated to the "design-build" portion of the contract by the granting authority, acting as project owner, amounts to €30,000,000 excluding VAT (October 2023 value), of which the cost for the construction work has been estimated at €26,600,000 excluding VAT. The district heating network covers: Bordeaux, Talence, Pessac, Gradignan, Villenave d'Ornon, Bègles and Mérignac
