France – Commissioning of heating installations – Exploitation des installations thermiques des bâtiments de la Ville de Moulins

The purpose of this contract is to ensure the operation of: - the heating, air treatment, and air conditioning systems in the municipal buildings of the City of Moulins; - the operation and maintenance of the equipment described; - the domestic hot water production systems, or other thermal fluid systems, and water treatment systems; - the controlled mechanical ventilation systems. The contract subject to this consultation is a single-supplier framework agreement for services. It is awarded through an open tender process in accordance with Articles L. 2124-2 and R.2124-2 of the French Public Procurement Code. The contract is based on fixed prices (primarily) and unit prices, with purchase orders used for individual services. There is no minimum price. Its maximum value for the initial period is set at €612,000 excluding VAT for both the fixed-price and purchase order components. Its maximum amount for each annual renewal period is set at €204,000 excluding VAT. Its maximum amount over its entire duration, including renewals, is set at €1,020,000 excluding VAT for both the fixed-price portion and the purchase order portion. For informational purposes only and not contractually binding, the annual fixed-price amount of the contract (P2) is estimated at €120,000 excluding VAT. The contract is concluded for a fixed term from January 1, 2025, or from the date of notification if later, to December 31, 2027, i.e., approximately 3 years. It may be renewed twice for 1 year each time. The contract will end no later than December 31, 2029.
