Delegation of the public service for the production and distribution of drinking water. - To ensure, for a period of 10 years, from January 1, 2027, the operation of the public drinking water service within the area of the 21 member municipalities of CAPSO. - Update the asset inventory, - Operate the public drinking water service (water purchases in close collaboration with CAPSO and distribution to subscribers), - Ensure the continuity of public service and accountability for the quality of the public service, - Manage customer relations, - Bear the risks associated with operating the service, - Carry out maintenance and repair work on the drinking water service's infrastructure, materials, and equipment, - Manage functional and asset renewal within the framework of a renewal account, - Establish and manage a network renewal fund to harmonize the condition of the assets across the entire area, taking into account current network renewal rates, - Establish and manage a works fund for safety and security improvements on the 8 active reservoirs within the extended area, - Carry out concessionary work on 3 reservoirs, - Monitor service performance (implementation of the concessionaire's own tools) and train staff to acquire the necessary knowledge Technical and management skills necessary for the safety and operation of the service. The delegated area will consist, for information purposes only, of: - Number of km of network: 660 (drinking water distribution network); - Number of subscribers: 34,678; - Number of drinking water production units: 6 boreholes; - Number of reservoirs: 8; - Billed volume: 4,560,000 m³; - Volume withdrawn: 3,688,000 m³; - Volume purchased: 1,734,000 m³; - Network efficiency: from 77.8% to 91.6% depending on the sector
