France – Gas distribution – Concession de service public portant sur la distribution de gaz naturel sur le périmètre de 34 communes

The concessionaire shall be responsible for the following tasks (detailed in the draft contract): Operation of the natural gas distribution network located within the territory of the aforementioned municipalities, the perimeter of which is specified in Appendices 13 and 14 to the draft contract; Acquisition of existing infrastructure that may contribute to the provision of the service; Preventive and corrective maintenance of all infrastructure; Operation, monitoring, and implementation of all necessary measures to ensure the safety of persons and property; Renewal of networks and infrastructure (electrical, mechanical, and hydraulic equipment, meters, connections, etc.); Potential network extensions; Connection of all users for whom the break-even point for the service investment, as stipulated in the agreement, has been reached; Management of relations with service users; Billing and collection of all fees, duties, and taxes; Continuous delivery of high-quality gas to users, in accordance with applicable regulations; Maintenance of up-to-date plans and Technical and accounting inventories of fixed assets; the design and implementation of customer information and service promotion initiatives; the submission of a detailed annual activity report to the granting authority; and the provision of advice, opinions, and warnings to FDE 62 on all matters concerning the smooth operation and overall quality of the service. The concessionaire will operate the service at its own risk, and its remuneration will be based on the operating results of the service entrusted to it. An entry fee of €8.5 million is payable by the concessionaire.
