The consultation will result in the conclusion of a single-supplier framework agreement, executed through the issuance of purchase orders in accordance with Articles R2162-13 and R2162-14 of the French Public Procurement Code. Unit prices are set for the services described in the Technical Specifications and listed in the Unit Price Schedule. These services will be executed through the issuance of purchase orders. In accordance with Article R2162-4-2°, the framework agreement is concluded without a minimum amount and with a maximum amount over its total duration, including renewals, as follows: Minimum Amount: None Maximum Amount: Total €750,000.00. The maximum amounts of the framework agreement correspond to a maximum expenditure. It should be noted that the successful bidder may not make any claim if these maximum amounts are not reached. The contracting authority is not required to guarantee a minimum expenditure to the selected operators from the outset and may therefore make recurring purchases within the limits of the amounts indicated above. The estimated quantities indicated in the Bill of Quantities serve as a basis for the analysis of the bids. They are therefore not contractually binding. This consultation includes: • The supply of all software and licenses necessary for the operation of the RFID system and its interface with the integrated library system (ILS) for the entire BML library network • RFID equipment (hardware and consumables) and associated consulting services • Training services for BML staff • Installation, specification, configuration, and deployment services • Project management and acceptance testing services • Warranty for software and hardware • Hardware maintenance beyond the warranty period if it does not extend to the contract duration (four years).
