France – Management-related services – Mission d'assistance à la gestion d'un contrat de prêt auprès de la sous-direction des services ferroviaires pour le projet de liaison ferroviaire "CDG Express"

The French State, through its Ministry of Transport (Ministry of Regional Planning and Decentralization), oversees the CDG Express rail link project. This responsibility is specifically carried out by the Directorate of Rail and Inland Waterway Transport and Ports (DTFFP) and the Sub-Directorate of Rail Services (SF). The project involves the construction of a direct express rail link between Paris Charles de Gaulle Airport and Gare de l'Est train station. The necessary project works are financed by equity contributions from shareholders and a State loan from the infrastructure manager (GI CDG Express) ("the Borrower"). The loan is managed by the DGITM (Directorate General for Infrastructure, Transport and the Sea), which is notably responsible for authorizing the disbursements required by the Borrower to complete the project. This situation presents significant challenges, particularly regarding deadlines, as any delay in fund disbursements could be highly detrimental to the progress of the works. The new market aims to guarantee the DGITM the essential continuity of the management of the credit contract until the end of the credit drawdown period, scheduled for 2027.
