The concessionaire will be responsible for the proper functioning of the SMTVD's public service for the treatment and energy recovery of household and similar waste, using the Fort-de-France Waste Treatment and Recovery Unit (UTVD), which it will operate at its own risk and expense under the conditions stipulated in the contract and its appendices. It will be solely responsible for the safety, proper functioning, and quality of the public service, in compliance with the provisions of the future contract and applicable standards. The concessionaire will also be responsible, under its project management, for the financing, design, and execution of the initial establishment works described in the program included in the tender documents (hereinafter "TD"). The characteristics of the proposed concession are described in detail in the draft contract and the various documents of the TD. The concessionaire's responsibilities are specified in the draft contract.
