France – Programming services – Mission de programmation et d'assistance à maîtrise d'ouvrage pour la réhabilitation de la Soucoupe

This consultation concerns an architectural programming and project management assistance mission for the rehabilitation of the Soucoupe building in Saint-Nazaire. The services covered by this consultation are not divided into lots. The contract will be executed as a single-award framework agreement, giving rise to the issuance of purchase orders with no minimum order value and a maximum amount of €400,000.00 excluding VAT, valid for the entire duration of the contract. The framework agreement will have a duration of 48 months from the date of its notification (expected in April 2025). Purchase orders may be issued up to and including the last day of the framework agreement's validity period and may be executed beyond the contract's validity period under the conditions defined in the Special Conditions of Contract (CCAP). The services to be provided to the contractor are broken down into the following phases: - Phase 1: Preliminary Program - Diagnostic - Phase 2: General Program - Phase 3: Detailed Technical Program (Design/Build) - Phase 4: Assistance with the tendering process for a Design/Build contract - Phase 5: Project Management Assistance during the Design Phase of the Design/Build Contract - Phase 6: Project Management Assistance during the Construction Phase of the Design/Build Contract. The Special Technical Specifications (CCTP) outline 5 scenarios for the rehabilitation of the Saucer. Phases 1 and 2 will be carried out for all scenarios; phases 3 through 6 will then be carried out according to the scenario chosen by the client at the end of phase 2. For information purposes, the maximum estimated budget allocated to the work planned for scenario 0 (the lowest) is €1,100,000 excluding VAT.
