France – Sewage services – Concession du Service Public de l'Assainissement Collectif de Saint-Louis Agglomération - Phases de candidature et d'offre

Public service concession procedure pursuant to Articles L. 3120-1 et seq. of the French Public Procurement Code and Articles L.1411-1 et seq. and R.1411-1 et seq. of the French General Code of Local Authorities (CGCT). The contract that is the subject of this call for tenders constitutes a concession contract within the meaning of Article L. 1121-1 of the French Public Procurement Code, concerning the collection, transport, and treatment of wastewater. Given the investments to be made, some of which will be financed by the concessionaire, this concession, which will take effect on January 1, 2025, will have a term of 12 years for all the municipalities within the area detailed in the Tender Regulations. The estimated value of the concession is calculated in accordance with the provisions of Article R 3121-1 of the French Public Procurement Code, and takes into account the total estimated turnover over the term of the contract, in 2025 value based on a calculation in constant euros, without indexation or adjustment.
