France – Sports facilities operation services – CONCESSION DE SERVICE PUBLIC PAR VOIE D'AFFERMAGE POUR L'EXPLOITATION DU CENTRE AQUALUDIQUE L'O

This consultation, launched by the City of Orléans through a concession agreement, aims to entrust the future concessionaire with the management of the aquatic center and all related public service missions, thereby transferring the risk associated with operating the delegated service. A substantial portion of the concessionaire's remuneration will come from the operating revenues of the activities under their responsibility, but also—where applicable—from financial contributions paid by the grantor, as defined in the draft contract. The concessionaire will be fully responsible for fulfilling their duties, both to the City of Orléans and to users and third parties. The concessionaire will operate the facilities at their own expense and risk. The main characteristics of the service are presented in the draft contract and its appendices, which are included in this consultation document. The procedure is open: interested operators are invited to submit their application and offer simultaneously in two separate packages, before the deadline indicated on the cover page of the consultation rules.
