France – Sports facilities operation services – Délégation de service public sous forme de concession de services ayant pour objet la conception, la construction, l'entretien-maintenance et l'exploitation d'un centre aquatique sur le territoire de la Communauté de Communes de Senlis Sud Oise (60)

This consultation concerns the award of a public service delegation contract in the form of a concession, subject to the provisions of Articles L. 1411-1 et seq. and R. 1411-1 et seq. of the French General Code of Local Authorities (CGCT), as well as Article L. 1121-3 and Part Three of the French Public Procurement Code, for the design, construction, maintenance, and operation of an aquatic center within the territory of the Senlis Sud Oise Community of Municipalities (60). The future concessionaire will be required to bear all or part of the initial investment for the project. The main features of the facility will be as follows: - An indoor aquatic area with two pools and a water play area for younger children: - A certified 375 m² (25m x 15m / 6 lanes) sports pool, with a minimum depth of 1.30m to 1.80m; - Learning, leisure and activity pool of approximately 150 m², with a uniform depth of 1.30 m; - Water play area of approximately 60 m² with a depth of less than 0.20 m or with no depth; - Beaches connected to these various facilities (with removable bleachers for a minimum of 200 spectators); - An indoor annex area for activities complementary to the main aquatic activity; - An outdoor aquatic area with a pool and a water play area for younger children: - Outdoor pool (at least open during July and August) of 250 m² (25m x 10m / 4 lanes); - Outdoor water play area of 60 m² with no depth; - Paved terraces; - Landscaped terraces offering possibilities for the development of additional activities and services. A mandatory variant concerning the contract duration is planned. Bidders must therefore submit a base offer for a 20-year term and an offer with a variant for a 25-year term, starting from the contract's effective date. The characteristics of this variant will be specified in the tender documents, available at a later date.
