The contractor must conduct quantitative surveys enabling Île-de-France Mobilités to accurately determine the level of fare evasion on each bus network in the outer suburbs. Each survey is conducted under a concession contract or a public procurement contract referred to as a network. Prior to regular fare evasion surveys, the contractor conducts a baseline survey to establish the reference fare evasion rate. To prepare its calls for tenders and provide useful information to bidders, Île-de-France Mobilités also wishes to determine a reference fare evasion rate ("baseline") for RATP lines. The contractor provides Île-de-France Mobilités with secure access to a single platform for centralizing data and results and making them available to users designated by Île-de-France Mobilités. | The contractor must conduct quantitative surveys enabling Île-de-France Mobilités to accurately determine the level of fare evasion on each surface network. Prior to regular fraud surveys, the Contractor conducts a baseline survey to establish the reference fraud rate. | Fraud audits are to be carried out with concession holders/contractors throughout the Île-de-France region. They are intended to verify additional elements related to the anti-fraud measures implemented by the operators, the implementation or results of which are not covered by the fraud surveys included in lots 1 and 2. These audits are conducted in several stages: - Preparation, - Interviews and data collection with the operator, - Analysis and synthesis, - Drafting of a preliminary report and a final report, - Presentation of the results (first to Île-de-France Mobilités, then in the presence of the operator), - Final adjustments/additions.
