This consultation concerns: The execution of a technical and external inspection mission during the design, construction, and implementation phases for the work to increase the clearance of the Ablon-sur-Seine lock. Based on studies carried out and observed problems, the operator considers the Vigneux-sur-Seine lock to be nearing the end of its service life. It is therefore necessary to improve the reliability of navigation at this site. Consequently, VNF (Voies Navigables de France) wishes to carry out work to increase the draft of the Ablon-sur-Seine lock to 3.20 m and extend its length to 180 m, following the model of the Vigneux lock on the right bank. The objective is to create a reliable, large-capacity lock before undertaking significant work on the Vigneux lock. The services requested within the framework of the Preliminary Design (AVP), Detailed Design (PRO), Construction Documents (DET), and Project Management (GPA) phases will aim to guarantee the technical quality of the project and the works by verifying: - the methodology of the AVP and PRO studies and the project's calculation methods; - the technical assessment of the candidates' bids; - the methodology of the execution studies and the calculation methods of the works contractor. This will be done in compliance with best practices, regulations, and technical standards. To this end, the following missions must be carried out: - Mission L, relating to the structural integrity of the works and their integral equipment components; - Mission LE, relating to the structural integrity of existing structures.
