The subject of the basic contract is the preparation of a construction design for the expansion of the Specialized Independent Public Psychiatric Healthcare Facility in Suwałki, in accordance with the Act of 7 July 1994 – Building Law and the Regulation of the Minister of Development of 11 September 2020 regarding the detailed scope and form of construction design. The contractor is required to prepare a building permit application with the necessary attachments, including obtaining all decisions, approvals, and permits on behalf of the contracting authority, enabling the submission of the necessary documents for the building permit application by the local administrative authority. 1.1 The expansion of the complex beyond Phase I, which is covered by this procedure, is planned to be carried out in stages. Phase I is planned to construct a new section or expand the existing hospital complex on land owned by the contracting authority. Stage I will feature functions resulting from applicable law: - Regulation of the Minister of Health of June 19, 2019, on guaranteed services in the field of psychiatric care and addiction treatment (Journal of Laws of 2019, item 1285, as amended) - Regulation of the Minister of Health of March 26, 2019, on requirements to be met by rooms and equipment of an entity performing medical activities (consolidated text: Journal of Laws of 2022, item 402). 1.2 Planned facility parameters for Stage I: a) Planned development area — from 5,000 m2 to 7,000 m2 b) Planned net area — min. 8,000 m2 c) Planned volume — min. 20,000 m3. 1.3 After completion of Stage I, which is the subject of this procedure, the design solutions must ensure full operational autonomy of the new structure in relation to the existing one. 1.4 Investment implementation period for Stage I — Q4 2025 - Q4 2029.
