The subject of the contract is: Preparation of a Technical, Economic and Environmental Study with elements of the Program Concept (STEŚ-R) and Materials for the application for the issuance of a Decision on Environmental Conditions (DUŚ) for the investment entitled: "Expansion of national road no. 28 on the section Długie (end of the Miejsce Piastowe bypass) – Sanok (beginning of the Sanok bypass). The subject of the contract is the preparation of design documentation within the STEŚ-R framework and Materials for the DUŚ framework for the construction of a new section of national road no. 28 bypassing the towns of Długie, Pisarowce and Nowosielce, together with the extension of national road no. 28 in the towns of Czerteż and Zabłotce. National road no. 28 is of extremely important nature, as it is one of the national roads allowing for the continuation of transport from the west (from Katowice and Kraków, through Nowy Sącz, Krosno, Sanok) towards the east, i.e. to the border crossing in Medyka. The existing section of national road no. 28 It passes, among others, through the above-mentioned towns, among dense residential development with numerous single-level intersections and pedestrian crossings. Preparing design documentation within the STEŚ-R framework and obtaining DUŚ approval at the preparatory stage is a necessary condition for moving on to the next stage, i.e., implementing the investment in the P&B system. The construction of the road along a new route, which will partially constitute a bypass road for the towns of Długie, Pisarowce, and Nowosielce, will allow for the redirection of truck traffic from the planned Miejsce Piastowe bypass and the already operational Sanok bypass outside the densely built-up centers of these towns, and will allow for achieving a consistent national road standard (GP-class dual carriageway) on the Krosno–Sanok section, which will improve transit and tourist traffic in this direction, leading further towards the border...
