The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 21 (NCO21), intends to negotiate a sole source Firm-Fixed Price for base year plus four (4) option years for Software Evolution Service (SES) of Philips Monitoring System medical equipment located at VA Sierra Nevada Health Care System (VASNHCS), Reno, effective April 5th, 2026, to April 04, 2031. Sole source award is based on Philips proprietary elements not released to third-party entities. This order is under authority of 10 U.S.C. 3204(a)(1) or 41 U.S.C. 3304(a)(1), as implemented by FAR 6.103-1(b) Only One Responsible Source. Applicable NAICS: 541519 - Other Computer Related Services.

This is not a request for competitive offers and no solicitation is available. Due to the continuation of need it has been determined that these services are only available from a single source without an unacceptable delay or duplication of cost and no other type of services will satisfy agency requirements. The Government intends to award the contract to Philips North America LLC (Philips), 22100 Bothell Everett Highway, Bothell, WA 98021-8431.

This synopsis announcement is being issued for information purposes only and does not constitute a solicitation or request for competitive proposals. If a firm believes it is capable of meeting the Government's requirement, it may identify their interest and capability to the Contracting Officer within three (15) calendar days of this publication by contacting Larry Facio via e-mail at larry.facio@va.gov. Respondents who deem themselves interested party must provide formalized written declaration from Philips that they are given full access to all hardware, software/firmware, licensing, credentialed training, passwords, and ability to gain network access.
