Surveys can only be done in defined windows, licences for work affecting protected species take time to obtain and impose method statements, and clearance cannot proceed until a survey is valid. Mitigation and compensation frequently carry aftercare obligations measured in years, with a defined success criterion and a liability to replace failures. A bid that prices the intervention and not the monitoring and aftercare period has priced a fraction of the contract.
