Where a supplier both carries out works and verifies them, buyers commonly split the roles, because self-verified remediation is not evidence that will survive a regulator's question.
Ecological work is governed by seasons and by protected species rather than by programme. Surveys can only be done in defined windows, licences for work affecting protected species take time to obtain and impose method statements, and clearance cannot proceed until a survey is valid. Mitigation and compensation frequently carry aftercare obligations measured in years, with a defined success criterion and a liability to replace failures. A bid that prices the intervention and not the monitoring and aftercare period has priced a fraction of the contract.
