Buyers ask for completed projects of comparable value and technical nature, usually within a recent window, plus evidence of financial standing, owned or committed plant, and a safety record. Bid security and a performance bond are normal, and retention is withheld against a defects liability period that runs long after the road opens. A contractor without a bonding line cannot bid at this scale whatever its technical ability, which is why joint ventures and nominated subcontracting are so common in this category.
