Accuracy specifications, control and the deliverables a survey contract owes

A survey contract is defined by its accuracy statement, and everything else follows from it. The tender should state the required positional accuracy, the coordinate reference system and vertical datum, the ground sample distance for imagery, and the point density for laser scanning, because those parameters decide the equipment, the flying or occupation time and therefore the price. A bid quoted against an unstated accuracy is not comparable with anything, and buyers who leave it out receive a spread of prices that tells them nothing.

Control and verification are what separate a survey from a collection of measurements. Ground control points established and observed against a recognised network, independent check points not used in the adjustment, and a reported accuracy assessment against those checks are the evidence that the specification was met. For airborne and satellite work, weather windows, airspace permissions and in some jurisdictions restrictions on aerial imagery are genuine programme risks that a realistic bid acknowledges rather than assumes away.

Deliverables and rights need to be specified item by item. Point clouds, orthoimagery, digital terrain and surface models, vector features captured to a defined schema and the metadata describing all of it come in formats that determine whether the buyer can actually use them, and the licence determines whether it can publish or share them. Public buyers increasingly require full rights and open formats so the data can be reused across the organisation, and they specify the metadata standard, because a survey nobody can find or interpret in five years has been bought twice.

This section describes how this category is bought generally, across the public buyers that publish it. The figures elsewhere on this page are measured for this market alone.

How long do bidders get to respond to survey & mapping tenders in Kenya?

Across the 21 Kenya survey & mapping notices that publish both a publication date and a closing date, the median response window is 11 days. A quarter of them allowed 7 days or fewer and a quarter stayed open for more than 21. 14 of them (67%) closed within a fortnight of being published, so on this market a bidder who reviews notices once a week can lose most of the response window before reading one.

How often are survey & mapping tenders published in Kenya?

Kenya published 22 notices in this category in the last twelve months. That is 27% fewer than the 30 published in the twelve months before that. Over the last three years there were 57, spread across 41 separate months of activity since 6 January 2021. May is historically the busiest month. No new notice has been published in this category since 16 June 2026, 107 days ago, so treat the figures above as a record of the market rather than as this week's pipeline.
