The procedure aims to award a public service concession contract, as defined in Article L. 1411-1 of the French General Code of Local Authorities (CGCT) and Article L. 1121-1 of the French Public Procurement Code, for the construction, financing, and operation of a heating and cooling network. This is an open procedure. The purpose of this consultation is to select an operator for the conclusion of a public service delegation concession contract relating to the construction and operation of a heating and cooling network. The concession contract will require the concessionaire to fulfill, among other things, the following obligations and perform the following tasks: - Financing and construction of the infrastructure supplying the network; - Construction of a cooling supply facility and associated distribution/delivery equipment; - Operation of the facilities; - Supply of heating and cooling to users and signing of subscription contracts; - Maintenance of all infrastructure constituting the service; - Asset management.
