Context and Objectives: In 2009, SMEVOM built and commissioned a sorting center for recyclable household waste located in the Ligerval area of Digoin (71160) - https://www.smevom.fr/le-centre-de-tri Address: Rue de la Brosse Virot - Zone Ligerval 71160 Digoin. Part of the buildings comprises the sorting center itself, including staff facilities and offices, while another part, consisting of offices, serves as SMEVOM's headquarters. SMEVOM owns all the properties. The sorting center is a Classified Installation for Environmental Protection (ICPE) subject to the authorization regime, with an authorized capacity of 12,000 tons per year. The sorting center has a capacity of 4 tons per hour. All the equipment was installed in 2009, except for the plastic film extraction system, which was installed at the end of 2022. Currently, 5,344 tons of mixed recyclables are sorted annually, and 1,307 tons of cardboard are baled annually. The sorting center is currently operated by SEPUR under a public contract ending September 30, 2025. The total workforce consists of 15 permanent employees covered by the National Collective Bargaining Agreement for Waste Management Activities. As CITEO prioritizes larger sorting centers, to meet its funding requirements, SMEVOM has decided to cease sorting household recyclables produced within its territory at its own sorting center and instead have them sorted at a larger center located in Torcy (71210). Therefore, SMEVOM is required to cease sorting recyclable household waste produced within its territory at the Digoin sorting center as of October 1, 2025. This Call for Projects aims to allow SMEVOM, which has a recyclable household waste sorting center that will no longer be used for sorting recyclables from October 1, 2025, to solicit private, public, non-profit, or mixed initiatives to select the most suitable proposal for utilizing this resource and employing the current staff.
