France – Legal advisory and information services – Accompagnement individualisé des SSIAD et SAAD vers une transformation en SAD MIXTES au niveau juridique, financier et organisationnel

The objective of this consultation is to select a service provider to support managers wishing to consolidate their services in order to: - define the most suitable legal model for obtaining the joint administrative authorization issued by the Department and the Regional Health Agency; - provide them with methodological support to enable them to submit, before December 31, 2025, a draft agreement with a maximum duration of 5 years, accompanied by a preliminary draft authorization; - support them for a period of 6 months beyond December 31, 2025, to develop a 5-year action plan, allowing them to implement, step by step, governance and management centered on a single legal entity, while identifying the various obstacles and opportunities. This contract addresses a new need that arose following the entry into force, on June 30, 2023, of the new regulations for Home Care Services (response to a call for expressions of interest from the CNSA). The contract is for a period extending from its notification date until December 31, 2026. Funding is provided by the National Solidarity Fund for Autonomy.
