France – Public road transport services – CONCESSION DE SERVICE PUBLIC POUR LA GESTION ET L'EXPLOITATION DU SERVICE PUBLIC DES TRANSPORTS COLLECTIFS URBAINS DE VOYAGEURS DE MOULINS COMMUNAUTE

The purpose of this consultation is to appoint a holder of the Public Service Delegation Agreement, which will entrust them, under the conditions and according to the terms defined in the Contract, with the operation of mobility services. The Delegate assumes, at their own risk, the execution of the service by implementing the most appropriate means to meet the needs defined by the Delegating Authority, which include: - Collecting service revenue on behalf of the Delegating Authority; - Bearing all costs directly related to the execution of the contract in compliance with applicable accounting, tax, and regulatory standards; - Establishing an internal organization adapted to the nature of the service (support functions, operations, maintenance, management, etc.); - Implementing a marketing and communication policy to increase ridership, in conjunction with the Delegating Authority; - Implementing appropriate passenger information methods and improving them during the execution of the contract; - Ensure an optimal level of service quality for users throughout the contract and monitor quality; - Apply the internal regulations of the lines; - Ensure the upkeep and maintenance of the equipment made available by the Delegating Authority; - Participate in network innovation, both technological and in terms of processes, customer approach, and support; - Provide the necessary assets for the service, including rolling stock, other than that provided by the Delegating Authority, and ensure the renewal of the vehicle and bicycle fleet; - Provide the Delegating Authority with advice and expertise to improve the transport network during the execution of the contract and propose adaptations and optimizations to the service to reduce costs; - Produce, on behalf of the Delegating Authority, all activity monitoring information enabling the Delegating Authority to audit the service.
