France – Public road transport services – Délégation de service public - Gestion et exploitation des services publics de transports non urbains de voyageurs du réseau Aléop en Loire-Atlantique

The purpose of this consultation is to award future public service delegation contracts concerning the management and operation of non-urban passenger public transport services of the Aléop network in the territory of Loire-Atlantique. The Concessionaire, to whom a risk related to the operation of the service is transferred, assumes responsibility for its execution by implementing the most appropriate means to meet the needs defined by the Delegating Authority, which include: - Collecting service revenues in the name and on behalf of the Delegating Authority and bearing all expenses directly related to the execution of the contract in compliance with applicable accounting, tax, and regulatory standards; - Establishing an internal organization adapted to the nature of the service (support functions, operations, maintenance, management, etc.), including in the event of crisis management; - Implementing any policy to increase ridership, particularly in marketing and communication, in conjunction with the Delegating Authority; - Implementing appropriate passenger information methods and improving them throughout the execution of the contract; - Organizing the human, technical, and financial resources to ensure the reliable operation of the information system (regional tools / Concessionaire's tools); - Ensuring an optimal level of service quality for users throughout the contract and monitoring the Quality - Ensure the upkeep and maintenance of the equipment made available to it by the Delegating Authority - Make available the goods necessary for the service other than those made available by the Delegating Authority, and in particular rolling stock - Provide the Delegating Authority with advice and expertise to improve the transport network during the execution of the contract - Produce, on behalf of the Delegating Authority, all the information for monitoring the activity allowing the Delegating Authority to control it through the production of an annual report and...
