France – Public road transport services – Délégation du service public des transports collectifs réguliers et à la demande

The contract will concern the delegation of the management of the public transport service, including regular urban, non-urban, school, and on-demand services, within the territory of the Pays de St-Omer agglomeration community. It will have a duration of 5 years and 8 months, commencing on May 1, 2025. It is awarded pursuant to Part 3 of the French Public Procurement Code and Articles L. 1411-1 et seq. and R.1411-1 et seq. of the French General Code of Local Authorities (CGCT). Investments are made by the delegating authority and made available to the future concessionaire. The concessionaire will be remunerated by a fixed financial contribution paid by the delegating authority in consideration of the imposed fare and public service obligations, and by fare compensation based on free (school) travel. The investment management will be subject to an option whereby the delegating authority finances the investments through equipment subsidies, and the concessionaire carries out the investments.
