The first decision in a fleet competition is whether the buyer is purchasing vehicles or contracting for their use. Outright purchase puts residual value, maintenance and disposal risk on the buyer and usually produces the lowest headline price. Leasing or contract hire bundles finance, maintenance, replacement and disposal into a monthly figure and moves that risk to the supplier, which changes who can bid: a dealer can supply vehicles, but only a funder can price a residual value over several years. Specification is rarely the base vehicle. Public fleets are converted: racking, tail lifts, tipper or refuse bodies, livery, beacons, telematics, safety systems and secure compartments are fitted after manufacture, and the conversion has to be type-approved and warranted without voiding the chassis warranty. That makes the bidder's relationship with a bodybuilder as important as its relationship with a manufacturer, and it makes the delivery date a compound promise rather than a single one.
Evaluation has moved decisively toward whole-life and emissions. Buyers score fuel or energy consumption, emission class, and increasingly zero-emission capability against fleet decarbonisation commitments, and they model fuel, tax and maintenance over the holding period rather than comparing list prices. For electric vehicles the charging infrastructure and its installation is frequently procured in the same competition or an immediately adjacent one, and a bid that supplies vehicles the depot cannot charge answers only part of the requirement.
