A contractor without a bonding line cannot bid at this scale whatever its technical ability, which is why joint ventures and nominated subcontracting are so common in this category.
The priced bill is not the final price and both sides know it. Quantities are re-measured as built, ground conditions vary, and variations are priced from the rates in the original bid -- so an unbalanced bid that loads rates onto items likely to increase is a recognised tactic and a recognised reason for rejection.
