Why refurbishment is priced differently from new build
Refurbishment carries a risk new construction does not: nobody knows exactly what is behind the wall. Tender documents in this category are built around that uncertainty. A price submitted without the site visit is usually rejected, and a price submitted without reading the survey is usually regretted.

The constraint that most often drives cost is occupation. Much of this work happens in buildings that stay in use: schools during term, offices during business hours, wards that cannot close. That produces phased possession, temporary decant space, out-of-hours and weekend working, dust and noise limits, fire and escape route management around a live population, and separate security vetting for operatives. Heritage or listed status adds consents, specified materials and specialist trades on top. Bidders who price the work and not the phasing are the ones who claim for disruption later.
