Road infrastructure as a procurement heading usually means the assets that make a carriageway work rather than the carriageway itself: drainage, retaining structures, barriers and restraint systems, signs and gantries, lighting columns, road markings, traffic signals and the ducting and detection that serve them. These are let separately from surfacing contracts because they are different trades with different certifications, and because their renewal cycles do not coincide with the pavement's.

Products in this category are type-approved rather than described. Vehicle restraint systems are specified by tested containment level and working width; signs by retroreflective class and by the standard governing their design; markings by retroreflectivity and skid resistance measured after laying; lighting by photometric performance against a lighting class. Bidders supply certificates against the specific product and installation configuration, and installers frequently need their own sector accreditation for work such as signal installation or lighting electrical work.

Working on a live road is the cost driver that separates competent bids from cheap ones. Lane closures are permitted in defined windows, often at night, under an approved traffic management plan with its own design, equipment and trained operatives; occupancy of the road is frequently charged or penalised by duration, so the programme is priced in hours rather than days.
