Capability requirements, trials and the long tail of a platform buy
A weapons system is procured against a capability requirement rather than a product specification: the statement describes what the system must be able to do, in what conditions, against what threat, and leaves the design to the bidder. Competitions run over years through concept, assessment and demonstration phases, with down-selection at each, and the evaluation depends on trials and modelling rather than on documents. The cost of bidding is consequently high enough to shape the field before any technical judgement is made.
Access is controlled before capability is assessed. Personnel and facility security clearances, national security exemptions that limit competition, export licensing and technology transfer approvals, and restrictions on foreign ownership or control all determine who may participate. Offset or industrial participation obligations -- domestic manufacture, technology transfer, local supply chain development -- are frequently a scored part of the bid and occasionally the deciding part, and they commit the winner for years beyond delivery.
The purchase is the smaller half of the commitment. Through-life support -- spares, repair, obsolescence management, safety case maintenance, training, simulation and the mid-life upgrade -- typically exceeds acquisition cost over a platform's service, so buyers evaluate the support proposition, the availability of technical data rights, and whether the design allows a third party to maintain and upgrade it. Safety certification and, where relevant, compliance with international law of armed conflict review requirements are conditions of entry into service, not paperwork to be completed afterwards.
This section describes how this category is bought generally, across the public buyers that publish it. The figures elsewhere on this page are measured for this market alone.
