In these arrangements the supplier designs and installs measures -- lighting, controls, heat generation, fabric -- and is paid from the savings, sometimes with a guarantee that underwrites them. The whole contract then rests on the measurement and verification protocol: the agreed baseline, the adjustments for weather and occupancy, and who measures. Bidders and buyers who negotiate the technology before the measurement protocol usually end up arguing about the measurement protocol.
