Competent expert requirements apply: many jurisdictions require the assessment to be prepared by suitably qualified people and to say who they were, so the bid names specialists per topic rather than offering a firm.

The commercial risk sits after submission. Regulator and consultee requests for further information, and in contested cases a public inquiry or hearing, extend the work well beyond the statement, and expert witness attendance is a separate and expensive commitment. Tenders should be read for whether that is included, capped or excluded. Independence matters too: an assessment written by a consultant with an interest in the project proceeding is vulnerable to challenge on exactly that ground, which is why conflict declarations in this category cover the wider group and not only the team.
