The tender should state the required positional accuracy, the coordinate reference system and vertical datum, the ground sample distance for imagery, and the point density for laser scanning, because those parameters decide the equipment, the flying or occupation time and therefore the price. A bid quoted against an unstated accuracy is not comparable with anything, and buyers who leave it out receive a spread of prices that tells them nothing.

Control and verification are what separate a survey from a collection of measurements. Ground control points established and observed against a recognised network, independent check points not used in the adjustment, and a reported accuracy assessment against those checks are the evidence that the specification was met. For airborne and satellite work, weather windows, airspace permissions and in some jurisdictions restrictions on aerial imagery are genuine programme risks that a realistic bid acknowledges rather than assumes away.
