Active equipment -- switching, routing, wireless and the software that runs it -- is refreshed far more often and is bought like other technology.

For the passive side, the deliverable that matters is the test results and the record. Every link is tested and certified to a stated class, results are handed over in the tester's native format, and the labelling scheme and as-installed documentation become the buyer's asset record. Installer accreditation with the component manufacturer is what makes the extended system warranty valid, so a cheaper unaccredited installation quietly removes a warranty the buyer was relying on.

For the active side the questions are design and lifecycle. Resilience topology, capacity headroom, power and cooling in the comms rooms, network access control and segmentation, and support for the identity and monitoring systems the buyer already runs are specified rather than left to the bidder. Licensing models -- perpetual, subscription, feature-gated -- and the published end-of-sale and end-of-support dates for the proposed models are commercial terms in disguise, because equipment that reaches end of support inside the contract term has to be replaced at somebody's cost, and the tender should say whose.
