Through-life support -- spares, repair, obsolescence management, safety case maintenance, training, simulation and the mid-life upgrade -- typically exceeds acquisition cost over a platform's service, so buyers evaluate the support proposition, the availability of technical data rights, and whether the design allows a third party to maintain and upgrade it. Safety certification and, where relevant, compliance with international law of armed conflict review requirements are conditions of entry into service, not paperwork to be completed afterwards.
