A contractor without a bonding line cannot bid at this scale whatever its technical ability, which is why joint ventures and nominated subcontracting are so common in this category.

Quantities are re-measured as built, ground conditions vary, and variations are priced from the rates in the original bid -- so an unbalanced bid that loads rates onto items likely to increase is a recognised tactic and a recognised reason for rejection.
