Telecommunications is bought as a service with an engineering tail. The specification names sites, bandwidths, resilience levels and the technology where it matters, but the terms that decide the contract are the service levels: availability expressed as a percentage of the year, time to respond and time to restore by fault severity, planned maintenance windows, and service credits that apply automatically rather than on request. Buyers with operationally critical sites specify diverse routing and separate points of entry, which is a physical requirement a bidder must survey rather than assert.
The commercial shape is a term contract with installation and recurring charges separated, and the installation side carries most of the delivery risk. Wayleaves and access agreements with landowners, civil works to bring a duct to a building, and third-party network lead times sit largely outside the supplier's control, so tenders normally require a site-by-site delivery plan rather than a blanket lead time. A bid that quotes a standard installation period across a portfolio of sites has not surveyed them.
Migration is the hidden cost and the most common reason a buyer stays with an incumbent it is unhappy with. Moving a connected estate involves parallel running, number and address portability, reconfiguration at each site and a cutover per location, and the tender should state who pays for it. Increasingly buyers also specify supply chain security assurance, lawful interception obligations, data residency for traffic and metadata, and end-of-contract obligations that allow the next supplier to take over without the estate being rebuilt again.
