Why these contracts are priced as rates rather than as a job
Maintenance is bought without knowing what will break. That single fact shapes the whole category: instead of a price for a defined scope, bidders price a schedule of rates -- a published list of individual operations, each with a unit and a rate -- and work is instructed, measured and paid against that list for the life of the contract. There is usually no guaranteed volume. A supplier that wins on rates and then receives a fraction of the expected instructions has won exactly what the contract promised, and bidders who model fixed overhead against hoped-for turnover are the ones who fail mid-term.
The specification splits into planned and reactive work, and they are scored differently. Planned preventive maintenance is a schedule against an asset register: known frequencies, known tasks, statutory inspections that must happen whether anything is wrong or not. Reactive work is governed by priority categories with an attendance time and a rectification time attached to each, and performance against those times is the measure the contract actually manages. Bidders should read the priority matrix before the task list, because it determines the standby cover the price has to carry.
Two obligations are easy to miss and expensive to retrofit. The first is data: buyers increasingly require every job to be raised, updated and closed in their own asset management system, with asset condition and remaining life fed back, so the supplier is maintaining the record as well as the asset. The second is statutory compliance evidence -- certificates for pressure systems, lifting equipment, electrical installations, fire safety and water hygiene -- which the buyer must be able to produce to a regulator on demand and which therefore becomes a contractual deliverable with dates attached.
