Assets and staff are the qualification. Depot capacity, a fleet meeting the specified emission and accessibility standards with a stated maximum age, and a licensed, trained driver pool are checked rather than promised, and where a service transfers from an incumbent, employment protection rules commonly move the staff across with their terms. Contract length is set by the asset life a bidder must finance, which is why these arrangements run for years and why the residual value and hand-back terms for vehicles and depots deserve as much attention as the operating price.
