Planning, operating and paying for public movement services

Transportation contracts separate along one line that decides everything else: who takes the revenue risk. Under a gross cost contract the authority keeps the fares and pays the operator to run a specified service, so the operator's risk is cost and reliability. Under a net cost or concession arrangement the operator keeps the fares and carries the demand risk, and is therefore given more freedom over service design and marketing. The same route tendered both ways attracts different bidders and very different prices.

The specification is a timetable with consequences attached. Frequency, first and last service, vehicle capacity and type, punctuality windows, and the deduction regime for cancelled or late departures form the core, and performance is measured from automatic vehicle location data rather than reported by the operator. Integration obligations are increasingly specified too: accepting a common ticket, publishing timetable and real-time data in open formats, and connecting with services run by other operators.

Assets and staff are the qualification. Depot capacity, a fleet meeting the specified emission and accessibility standards with a stated maximum age, and a licensed, trained driver pool are checked rather than promised, and where a service transfers from an incumbent, employment protection rules commonly move the staff across with their terms. Contract length is set by the asset life a bidder must finance, which is why these arrangements run for years and why the residual value and hand-back terms for vehicles and depots deserve as much attention as the operating price.
