Index-linked pricing and the mechanics of a bulk fuel contract
Nobody bids a fixed price for fuel over a contract term, and a buyer who asks for one is inviting a risk premium rather than a price. These contracts are priced as a differential: a published market reference price for the product, plus or minus a bidder's margin covering supply, transport and service. Evaluation compares those differentials, not pump prices, and the tender specifies which published index is used, on what day it is read and how often it resets. The specification is a product standard plus a delivery regime. Fuel is bought to a recognised national or international specification with seasonal grades where climate requires them, biofuel content stated, and certificates of quality accompanying each delivery. The service terms then decide who can compete: tank sizes and access at each site, minimum and maximum drop quantities, ordering lead time, out-of-hours and emergency delivery, and telemetry or automatic replenishment where the buyer has it. Sites that a large tanker cannot reach quietly exclude most bidders.
The obligations that sit around the fuel are where liability concentrates. Storage tanks, bunding, overfill protection and spill response are regulated, and the delivery driver's compliance with filling procedure is the buyer's environmental exposure as much as the supplier's. Metering accuracy and reconciliation between delivered and invoiced volumes are contractual, and stock loss is a recognised dispute. Where duty relief or a rebated grade applies to particular uses, eligibility and record-keeping transfer obligations to both parties that are worth confirming before the first delivery rather than at audit.
