Storage tanks, bunding, overfill protection and spill response are regulated, and the delivery driver's compliance with filling procedure is the buyer's environmental exposure as much as the supplier's. Metering accuracy and reconciliation between delivered and invoiced volumes are contractual, and stock loss is a recognised dispute.
