The service terms then decide who can compete: tank sizes and access at each site, minimum and maximum drop quantities, ordering lead time, out-of-hours and emergency delivery, and telemetry or automatic replenishment where the buyer has it. Sites that a large tanker cannot reach quietly exclude most bidders.
