Catering is let in two commercial shapes that behave very differently. Under a cost-plus or management fee arrangement the buyer carries the food and labour cost and pays the operator a fee, so the operator's incentive to control cost is weak unless the contract creates one. Under a fixed-price-per-meal or concession arrangement the operator carries the cost and the volume risk, which pushes it to protect margin through specification. Neither is wrong, but a bidder pricing one against terms written for the other will be uncompetitive or unprofitable.

Food safety management based on hazard analysis, temperature records through the chain, allergen identification and controls, staff food hygiene training, and traceability to supplier and batch are contractual deliverables that the buyer or a regulator can audit at any time. Where the buyer serves children, patients or older people, nutritional standards prescribe menu composition, portion size and nutrient content, and menus are approved rather than proposed.
