What buyers are really scoring in a training or capacity building bid

Training is bought for an outcome the buyer cannot observe until long after the invoice, so evaluation concentrates on the things that predict it. Trainer credentials are scored individually and named in the contract, as in consulting: the people are the product. Curriculum design is scored against the buyer's stated competency gap rather than against a catalogue, and bidders who submit an existing course with a changed cover page tend to score badly against one that shows a needs analysis and maps sessions to competencies.

The delivery model has real commercial consequences. A per-participant price behaves differently from a per-cohort price when attendance is uncertain, and buyers increasingly prefer the latter with a minimum and maximum cohort size written in. Venue, catering, travel and participant subsistence may sit with the buyer or the supplier, and the tender should be read for which. Capacity building differs from training in one important respect: the point is that the capability remains after the supplier leaves.
