Civil works covers the part of a project that is in the ground rather than above it: earthworks, drainage, foundations, retaining structures, culverts, hard standing and the services that run beneath. It is bought under measured contracts because the quantities genuinely change -- rock where clay was expected, a higher water table, contamination nobody logged -- and the bill of quantities is re-measured as built rather than treated as a fixed price. Bidders who read the ground investigation report before the drawings are reading in the right order.
Ground risk is the defining commercial question and the contract answers it explicitly. Some forms place unforeseeable physical conditions with the buyer, entitling the contractor to time and money when conditions differ materially from what an experienced contractor could have anticipated; others transfer it wholly to the contractor, who must then price an allowance for the unknown. The same scope under those two allocations is not the same contract, and a bid priced against the wrong one is either uncompetitive or unrecoverable.
Qualification is about plant and continuity as much as experience. Buyers look for owned or committed earthmoving plant, the capacity to keep a spread working, and evidence of completed works of comparable scale, alongside bonds and insurance. On site, temporary works design, excavation support, dewatering, environmental controls on runoff and dust, and the diversion or protection of existing utilities generate most of the delay and most of the claims. Utilities in particular are held by third parties on their own timescales, which is why the programme risk around them is usually the first thing an experienced bidder prices.
