Adult literacy provision is judged on reach before it is judged on pedagogy, because the learners hardest to serve are the ones least likely to walk into a classroom. Tenders therefore ask how a provider will find and keep learners: outreach through employers, community and faith organisations, health services and social housing; delivery in places people already go; timing around shift work and caring responsibilities; and the practical support -- childcare, transport, device and connectivity access -- without which attendance collapses.

Assessment and progression have to be handled carefully. Initial assessment establishes a starting point without humiliating an adult who has spent years concealing the difficulty, and providers are expected to describe how they do that.
