Freight is not awarded as a single contract so much as a portfolio of them. Buyers set out lanes -- an origin, a destination, a mode and a service level -- and invite rates against each, awarding lot by lot to whichever bidder is strongest on that corridor. A forwarder with excellent coverage in one region and none in another can therefore win a meaningful share, and a bidder who submits a single blended rate across all lanes is usually uncompetitive on every one of them.
The rate is only part of the price and the tender documents say so. Fuel, currency, security and congestion surcharges, terminal handling, customs entries, demurrage and detention after free time, and storage beyond a stated period are all separately chargeable, and the adjustment mechanism -- which published index, measured how often -- is part of the bid. Buyers increasingly require a full disclosure of ancillary charges precisely because a headline rate with open-ended extras is not a price.
Liability and compliance are where the qualification sits. Carrier liability under the applicable transport convention is limited by weight and is usually far below the value of the cargo, so cargo insurance is a separate and often mandatory line. Customs authorisations, dangerous goods certification, and temperature-controlled capability with monitored and auditable data are conditions rather than advantages where the cargo requires them. Track and trace with electronic proof of delivery, and the transit times a bidder commits to rather than advertises, are what the contract measures afterwards.
